Flash Flooding Strikes Northern Washington County for a Second Time

HAGERSTOWN, MD (WHAG) - After more than 2 inches of rain fell in less than one hour with strong to severe thunderstorms moving through Washington County, it left some areas between Maugansville and Hagerstown under water. 

Portions of Pennsylvania Avenue and Northern Avenue along with South Burhans Boulevard went under water Tuesday Night, after the heavy rain fell.
