FREDERICK COUNTY, Md. - Two foster moms WHAG spoke with last week about a group of local foster parents pushing for change within the foster care system took to the Frederick County Board of Commissioners Thursday. 

They expressed their concerns with the system, while honoring 21-month-old Anayah Williams. They held a balloon release in the little girl's honor outside of Winchester Hall in Downtown Frederick. 

As we've reported, the little girl died at the hands of her parents, just three weeks after they regained custody of her.

Court documents state Anayah was initially put into foster care after suffering a fractured skull and broken rib.
Police are now investigating all past incidents of abuse and the parents, Frankie and Stephanie Williams, could face additional charges. They both remain behind bars on child abuse charges.

Former foster parents, Cindi Webb and Cathy Sipocz, spoke to county commissioners expressing their concerns as they fight to push for change to save other children who are victims of abuse.
