Two Arrested on Heroin Charges Along Route 15

FREDERICK COUNTY, Md. - Deputies with the Frederick County Sheriff's Office arrested two people on heroin charges after pulling their vehicle over along Route 15 for several moving violations, and an equipment violation. 

The incident happened around 11:30 a.m. Friday, May 2 in the area of Route 15 and Sundays Lane. 

Deputies say they observed behavior from the occupants leading them to believe there may be drugs inside the vehicle. A drug sniffing dog conducted a search of the vehicle, and alerted to the odor of narcotics inside. 

Two passengers inside the vehicle were arrested after deputies found heroin and heroin related paraphernalia in their possession. Brian Smith, 22, of Waynesboro, Pa. was found to be in possession of a plastic bag containing heroin. Jacoby Powell, 20, of Thurmont, Md., was found to be in possession of a hypodermic needle and metal spoon. Powell also had an outstanding warrant through the Washington County Sheriff's Office. 

Deputies say both men were transported to Frederick County Central Booking. Smith is charged with possession of heroin and Powell is charged with possession of heroin paraphernalia. Both are awaiting an appearance in front of a District Court Commissioner.
