VIRGINIA - Advocacy groups like the American Civil Liberties Union and Equality Virginia, say same sex couples who want to adopt children are being discriminated against.

The remarks come after the Virginia Board of Social Services voted  for a second time, to allow adoption agencies to screen potential parents based on religious and moral codes.

The ACLU says these requirements sometimes limit same sex couples who want to adopt.

Currently, the rules only ban discrimination based on national origin, race or color and not on sexual preference.
