WASHINGTON TOWNSHIP, Pa. – Two people have been arrested for stealing merchandise from Walmart at Rouzerville Commons.

Bobbie Conner, 33 or Fairfield, Pa., and Kolby Smith, 20, of Smithsburg, Md., have been charged with retail theft and theft by deception.

Officials say they took merchandise without paying for it, then returned the items for a gift card worth $45.92. Then they purchased other items with the gift card, and took more unpaid items worth $11.81.

They say, upon further investigation, Conner and Smith were also involved in two similar incidents on March, 25, and April 4, at the same Walmart location. Charges are pending from these two incidents.

Both are being held at the Franklin County Jail.
