Deputies said Kiancey J. Slocumb, 21, of Hagerstown, Md., was wanted on charges stemming from two outstanding warrants through the Sheriff's Office. One of the warrants was a violation of probation warrant related to charges of possession and distribution of CDS and the other warrant was related to burglary, assault and theft charges.
On Sunday, July 13, the Sheriff's Office responded to the 4800 block of Meridian Court in Frederick around 5 p.m. in an attempt to locate Slocumb after receiving information that he was at his girlfriend's house. It was also indicated Slocumb may possibly be armed.
Deputies knocked on the door several times with no response, and also made numerous announcements using a PA system notifying the occupants that Slocumb was under arrest and he needed to exit the house.
Police say after several minutes Slocumb's girlfriend, Kayla L. Strott, 24, of Frederick, Md., came out of the house and spoke with deputies. Strott told police that Slocumb was not inside the house and refused to allow deputies inside.
The Sheriff's Office then called the homeowner, Strott's father, who was out of town. A deputy explained the situation and asked him to speak with his daughter. When they completed the phone call, Strott refused to hand the phone back and attempted to delete items off of the phone. Deputies say they told Strott for her safety she was not allowed back into the house, but she attempted to push past police to get back into the home. Deputies say Strott was then taken into custody.
She was charged with obstructing and hindering, as well as failure to obey a lawful order.
The Frederick County Sheriff's Office was able to obtain a search warrant to search the house. They say around 10 p.m. they located Slocumb in the basement of the house, hiding inside a couch. Slocumb was initially taken to Frederick Memorial Hospital and then to the Frederick County Adult Detention Center.
During the search warrant, deputies said drug paraphernalia was located. It was subsequently seized as evidence. The investigation is ongoing, police say.
