Cumberland Police:
December 13th 2011                                          CDS
On 12/13/11 at 1230am an Officer with the Cumberland Police Dept was conducting a patrol check of the Allegany Trail parking lot located off of Market Street when he observed a suspicious vehicle. The officer made contact with the occupant of the vehicle and identified him as 19 year old Andrew Ryan Sell of Cumberland. The officer detected a strong odor of burnt marijuana emitting from the vehicle and then performed a probable cause search. The search yielded a small quantity of marijuana and smoking devices. As a result Sell was placed under arrest and charged with possession of marijuana and drug paraphernalia. Sell was taken for an initial appearance at District Court where he was released on his own recognizance pending trial.
Waynesboro Police Department:

On December 10, 2011at approximately 1654 hours, the Waynesboro Police Department was dispatched to the Waynesboro Church of The Brethren which is located at 117 South Church Street; Waynesboro, Pennsylvania for a report of the churches garage having been struck by a vehicle sometime between approximately 1200 hours and 1654 hours on this date.

Upon arrival at the scene contact was made with the Property Chairman of the church, a John F. Mentzer. Mentzer stated that he had been inside of the garage just before lunch time and the garage had definitely not been damaged at that time as he was in and out of the garage with the garage door up and down.

The garage that was struck sits across the alley from the entrance to church on the South side of the church. The garage was visibly damaged. The brick wall on the East side of the garage door was pushed into the garage separating the bricks on the Northeast corner of the garage. The garage door was pushed in and a dent was observed in the trim surrounding the garage door.

On December 9, 2011 at 0310 hours, the Waynesboro Police Department was dispatched to the Landis Center parking lot (300 Blk. of S. Potomac St.) for a one vehicle accident.

Upon arrival an officer spoke with the operator of the vehicle involved in the accident.  The operator and owner of the vehicle was identified as William Goings of 214 Jones Avenue; Mont Alto, Pennsylvania.  The vehicle involved was a 1992 Dodge Dakota pickup truck bearing Maryland registration.  The truck had heavy front end damage and fluids were leaking from the engine compartment.  Goings stated he was traveling northbound on South Potomac Street and fell asleep behind the wheel.  Goings was not sure what he had struck.   A fluid trail led to the 600 block of South Potomac Street where debris was found over the roadway. A utility pole was snapped in half and laying partially on the sidewalk and partially on the southbound travel lane on South Potomac Street.  A State Road Sign (316 South) was also struck.  Contact was made with the phone company so they could fix the pole.




I speaking with Goings about the accident odor of alcohol was coming from his breath.  Standardized field sobriety test were administered to Goings.  Based on the officer's observations and along with the fact that Goings had driven off the roadway and sheared a pole, Goings was placed him under arrest for suspicion of Driving Under the Influence.

On 12/08/11 the Waynesboro Police Department responded to the intersection of East Main Street and Northeast Avenue for a reported vehicle accident.  Contact was made with both operators and there were no injuries.

Unit #1 operator was identified by her Pennsylvania driver license as Phyllis L. Croson (82 y.o.a.)  of Wedgewood Drive; Waynesboro, Pennsylvania.  Unit #1 is a 2006 Cadillac bearing Pennsylvania registration Unit #1 operator stated that she thought unit #2 was traveling in front of her on Northeast Avenue.  Unit #1 sustained damage to the front.

Unit #2 operator was identified by his Pennsylvania drivers license as Robert Lourdon (65 y.o.a.) of Midvale Road; Waynesboro, Pennsylvania.  Unit #2 is a 2004 Pontiac bearing Pennsylvania registration According to unit #2 operator he had been traveling west on (SR0016) E. Main St.  Unit #2 operator stated that unit #1 pulled out in front of him from N. East Ave. and he was unable to avoid striking unit #1.  Unit #2 sustained passenger side front damage and it appeared that the driver side wheel was bent.

Synopsis:  Unit #2 was traveling west on (SR0016) East Main St. in the Borough of Waynesboro.  Unit #1 was on Northeast Avenue at the intersection of East Main Street  Unit #1 entered East Main Street and was struck by unit #2.

Contributing factor:  Unit #1 operator entered East Main Street from Northeast Ave. when it was unsafe to do so.

Action taken:  An information exchange form was completed and both operators were provided copies.  A citation was filed against unit #1 operator.

Cumberland Police:

Officers responded to the Sunoco gas .station on Industrial Blvd. for a report of a strong armed robbery.  Prior to the officers arrival the suspects left the area in a vehicle heading W/B on Industrial Blvd.  An officer observed the suspect vehicle and stopped it at the intersection of Virginia Ave.  He contacted the operator who was identified as Karl Stovall Chambers Jr.  along with two other occupants in the vehicle as Jason Arthur McCray and Bruce Satterfield Jr.  They advised that had gotten into an argument with the attendant of how much money they gave him for gas.  They stated that they gave him $40 for fuel and he only pumped $20 in their vehicle.  Officers arrived at the gas station and talked with the victim.  He advised that the subject identified as Jason McCray gave him $20 for fuel that he then pumped into the vehicle.  He stated that McCray then exited the vehicle to argue with him that he had given him $40 for fuel not the $20 that he pumped.  The attendant then turned to get the manager when he was struck in his ear area by McCray.  During this time the other occupants exited the vehicle and began to assault the attendant.  McCray then returned back to the vehicle and pumped an additional $11.50 worth of gas before all three left in the vehicle.  A witness to the incident advised of the same version to incident as the attendant gave.  As the officer where on the traffic stop it was learned that the vehicle was a rental car and that none of the occupants were on the rental agreement.  The renter observed the vehicle on the traffic stop and advised officers that nobody except the co-renter had permission to be in possession of the vehicle.  The co-renter was contacted and advised that she gave nobody permission to have possession of the vehicle.  At this time all three subjects were placed under arrest and transported to PH where they were charged and processed.

Charges: Robbery, Assault 2nd Degree, Theft less than $100, M/V theft
McCray was held in the ACDC on a $65000 Bond.
Bruce Satterfield                      Age: 31               Belmont Ave., Baltimore, MD.
Charges: Robbery, Theft Less than $100
Satterfield was held in the ACDC without Bond.
