Four Arrested on Prostitution Charges in Martinsburg

Upon making contact with the women, conversation was engaged in, in which the women agreed to perform sexual acts for money or attempted to entice the informant into a sexual act. After these acts were agreed upon or attempted, the women were subsequently arrested, police said.
BERKELEY COUNTY, W.Va. - Four women have been arrested on prostitution charges following an investigation by the Martinsburg Police Department within the City limits. 

On Tuesday, July 29, 2014, a confidential informant with the police department was utilized, who made contact with several women known to be prostitutes in the Martinsburg area. 

Upon making contact with the women, conversation was engaged in, in which the women agreed to perform sexual acts for money or attempted to entice the informant into a sexual act. After these acts were agreed upon or attempted, the women were subsequently arrested, police said. 

The four women arrested are Jennifer Nicole Billings, 21, who's charged with second-degree prostitution, and sexual enticement, Tanna Marie Watkins, 30, who's charged with first-degree prostitution, obstructing, and possession of heroin, Sierra Leanna Hernandez, 26, who's charged with first-degree prostitution, and Vicki Nicole Silver, 22, who's charged with first-degree prostitution. 

Police said the investigation is ongoing by members of the Martinsburg Police Department to combat prostitution.
