JEFFERSON COUNTY, W.Va. -The Jefferson County Planning and Zoning department has upheld its' original decision, deciding against a non-profit organization's use of church as an overnight winter homeless shelter.On Thursday at an appeal hearing at Charles Town Library, planning and zoning officials voted 3 to 2, denying the Jefferson County Homeless Coalition's move into St. Johns Episcopal Church in Rippon.
According a Jefferson County Homeless Coalition official, the planning and zoning department decided against the location because they say the church did not have regular service.
The hearing lasted about three hours.
