Suspect Identified in Winchester Homicide

Search warrants filed with the Frederick County Circuit Court name Jaquan Harvall as the prime suspect in the death of Arthur Ray Harvey.

FREDERICK COUNTY, Va. New information has been released in the homicide of a Winchester man who was strangled to death on New Year’s Eve.

Search warrants filed with the Frederick County Circuit Court name Jaquan Harvall as the prime suspect in the death of Arthur Ray Harvey.

The suspect admitted during a 911 call that “He held Harvey down on the ground and began chocking him in an attempt to keep him from getting up.” Harvall also admits that "He chocked Harvey until he passed out," according to the complaint. 

After the call its believed Harvall fled the scene. He remains at large. 

As we've reported, the incident happened around 4:45 a.m. Tuesday at an apartment complex on the 100 block of Williamson Road. 

No arrests have been made as deputies are still investigating further evidence and leads.

Both Harvall’s and Harvey’s cell phones are in possession of the Frederick County Sheriff’s Office and are being reviewed for evidence.
