Victim Identified in Winchester Homicide Investigation

Deputies with the Frederick County Sheriff's Office have identified the man who was killed early Tuesday morning outside an apartment complex in Winchester.
WINCHESTER, Va. - Deputies with the Frederick County Sheriff's Office have identified the man who was killed early Tuesday morning at an apartment complex in Winchester. 

The victim has been identified Arthur Ray Harvey, 31, of Winchester. Deputies say he was strangled to death by another man, and that they found him dead when they arrived. 

As we've reported, around 4:45 a.m. Tuesday deputies were called to the 100 block of Williamson Road in reference to a physical altercation between two men. Both are said to be in their 20's. 

Investigators say they do have leads on a suspect, but decline to release a name at this time. They believe the murderer called 911 after the altercation, and that a woman who lived in the apartment witnessed at least part of what happened. 

It's also believed that the dispute centered around that woman as well, investigators say.
